From the beginning of the The New West, just keep going forward. The shrine is right ahead after you come out of the cave.

As you continue you will eventually reach a cutscene with the Keeper showing up and turning you into a bat. Once the cutscene is over and you are back to normal, the shrine will be right ahead of you.
